the safest answer anyone can give you is to say, look at the instructions that came with the seat. This is potentially a child’s life so don’t muck nearly and take whatever answer you want to hear. Ring the company if you can’t find the instructions.
I took mine off when my daughter filled out the extra padding fully which was nearly 13lbs or, for her, 3 months.
I subdue have the newborn insert in my daughters seat, and she is now 6 months ancient. I did take it out, but then she looked way too tiny in it without the insert, and I feel reassured to know there is extra padding nearly her for support.
When she grows and fills the seat out more I will remove it.
If your baby fills the seat out well, then most likely you no longer need it. See how they look in it and choose from there.
